3. Residency Requirement
An individual must be a resident of the District of Columbia to be eligible to receive an optional supplement. A resident of the District is someone who is living in the District voluntarily with the intention of making home there. A temporary absence from the District does not interrupt one’s eligibility for a supplement. The instructions on residency in SI 01410.010 – SI 01410.030 should be followed to insure that eligibility for an optional supplement (and Medicaid) is established correctly.
“Residency” for purposes of the special optional supplement for individuals in approved Adult Foster Care homes will be established by the District and will be conveyed to SSA via the District’s certification/decertification form. (See Appendix II) This is significant since some of the District’s certified Adult Foster Care homes may be located outside the District’s territorial boundaries.
