Building setback controls Buildings must be located outside of the building setback (Western Escarpment) and building setback (Whitehead Road). Assessment criteria where the standard is infringed: The extent to which: Landscaping mitigates the placement of buildings within the setback; and There is a functional need or operational need for the buildings or structures to be located within the building setback (Western Escarpment) and building setback (Whitehead Road).
