means a vehicle orientated facility where the principal activity is the refuelling or recharging of vehicles and the sale of products and services associated with fuels and/or vehicles including lubricating oils, kerosene, LPG, spare parts and carwash facilities. It may include ancillary activities such as the sale of food and beverage and trailer hire.
