integrated retail activity

means an individual retail development, or a collection of any two or more retail activities that are developed and operate as a coherent entity (whether or not the activities are located on separate legal titles), and share one or more of the following: servicing and/or loading facilities; vehicle and/or pedestrian access; car parking; public spaces and/or facilities. This definition includes shopping malls and large-format retail parks, but does not include trade supply retail, wholesale retail, yard-based retail or building improvement centres.
