means virgin excavated natural materials including clay, gravel, sand, soil and rock that are free of: combustible, putrescible, degradable or leachable components; hazardous substances and materials; products and materials derived from hazardous waste treatment, stabilisation or disposal practices; medical and veterinary wastes, asbestos, and radioactive substances; contaminated soil and other contaminated materials; and liquid wastes.
